In response to the precautionary measures ordered by the National Electoral Institute (INE), the Secretary of Foreign Affairs, Marcelo Ebrard Casaubonpublished a message in which he distanced himself from the electoral propaganda that boosts his image as a possible candidate for the 2024 presidential election.
Through the SRE’s official social media account, the chancellor stated that he was aware of the dissemination of propaganda materials with phrases such as “With Marcelo Yes”, “Marcelo esperanza de México”, “For Mexico Marcelo is the mere mere” and “Marcelo is Morena” in different areas of the State of Mexico —which has an ongoing electoral process— and other cities in the country.
Although he warned that he will challenge the resolution of the INE Complaints and Complaints Commission, Ebrard asked people who sympathize with his figure to stop disseminating this type of content.
“I call on the people, groups and associations that sympathize with me and with my actions as a public servant, as well as the general public, so that they refrain from making expressions [que] spread my first or last name or image through the painting of fences, placement of canvases, billboards, publications on social networks or in any other way”.
Under this same narrative, Ebrard asked those who have already placed advertising material of these characteristics to “proceed to withdraw or delete itas soon as possible, and refrain from carrying out said conduct until as long as the electoral regulations allow it.
The INE ruling was announced on April 26 as part of a session in which the Complaints and Complaints Commission, chaired by Claudia Zavala Perezanalyzed the request for 11 precautionary measures.
In the case of the propaganda in favor of Marcelo Ebrard, the complaint was filed by a citizen and thanks to the reasoned vote of the counselor Rita Lopez Vences, the electoral body resolved the preventive guardianship. For this reason, they ordered the chancellor to carry out “a public demarcation” which had to be published in the official account of the SRE, as well as in its social, personal and official networks, “in a visible and fixed place”.
Until the moment of this publication, Ebrard’s pronouncement cited above has only been replicated on the agency’s official Facebook and Twitter pages, but the official did not add it to his personal networks.
A couple of days after the INE announced its determination in the agreement ACQyD-INE-54/2023the aspiring presidential candidate of the National Regeneration Movement (Morena) issued a brief message on his personal accounts in which, in addition to attending to the order of the electoral body, he positioned himself against the “restrictions” imposed in this regard.
“I proceed to carry out the demarcation that the INE instructed. The public expressions of legends in my favor have not been consulted nor have I requested them from their authors. I add that everyone has their right to free expression and I do not share the restrictions that the INE seeks to promote”, he wrote at the time.
The demarcation of Ebrard with respect to the personalized promotion that highlights his image was ordered in order to rule out that such propaganda content had been paid for with public resources, since said situation would have represented a violation of the principle of equity contemplated in the article 134 of the Political Constitution.
